The City of Prescott and Prescott Regional Airport – Ernest A. Love Field has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26 for Prescott Regional Airport – Ernest A. Love Field.
The City receives Federal financial assistance from the Department of Transportation and complies with 49 CFR Part 26 in return.

TRIENNIAL GOALS FOR FEDERAL FISCAL YEAR (FFY) 2025-2027
In accordance with Title 49 Code of Federal Regulations Part 26, the City of Prescott hereby announces, Prescott Regional Airport, Disadvantaged Business Enterprise (DBE) Program and Triennial Goals Plan for FFY 2025-2027.
SUMMARY OF FINDINGS – AIRPORT IMPROVEMENTS FFY 2025-2027
Prescott Regional Airport ‘s overall DBE goal for the period of Federal Fiscal Years (FFYs) 2025-2027 (October 1, 2025, to September 30, 2027) is for the following Airport Capital Program Projects funded through the Department of Transportation, Federal Aviation Administration Grants and other federal programs. Projects that the Airport anticipates awarding:
Projects – Federal Fiscal Year 2025
1. Environmental Assessment – RW 3R-21L Extension – $750,000.00
2. Runway 12-30 Electrical Improvements (Construction) – $560,000.00
3. Terminal Area Plan – $200,000.00
Projects – Federal Fiscal Year 2026
- ARFF/SRE/Ops & Maintenance Building (Construction) – $14,000,000.00
Projects – Federal Fiscal Year 2027
- North Ramp Reconstruction Relocation (Construction) – $2,818,055.00
Total dollar amount programed to be expended for the DBE Program: $1,000,795.00. Overall Three-Year Goal: 5.46% to be accomplished through 0% Race Conscious and 5.46% Race Neutral

SUMMARY OF FINDINGS – AIRPORT IMPROVEMENTS FFY 2022-24 [OVERALL GOALS (§26.45)
PRC recommended overall goal for period of Federal Fiscal Years (FFYs) 2022-2024 (October 1, 2022, to September 30, 2024) is the following: 8.22 % of the Federal financial assistance the PRC, based on their Airport Capital Program, will expend on DOT-assisted contracts with DBE contractors.

– FFY 2024 $5,468,172.00

For 2020-2021, the City of Prescott and Prescott Regional Airport – Ernest A. Love Field announced its proposed Disadvantaged Business Enterprise (DBE) participation goal of 5.5% for FAA-funded contracts/agreements. The proposed goal pertains to Federal fiscal years 2020 through 2021 (10/1/2019-9/30/2021).
