Synopsis
Taxiway C Relocation and Hot Spot No. 3 and No.4 Mitigation
Existing parallel Taxiway C is approximately 325 feet from the Runway 3R-21L centerline. Current FAA Runway Design Standards for Group C-III aircraft requires a minimum separation distance between a runway and a parallel taxiway of 400 feet. During the Runway Safety Area Improvement project completed in 2013, portions of Taxiway C were relocated (at connecting Taxiways C1 and C7) to the 400-foot standard. This project will include relocate the remaining portions of Taxiway Charlie to meet the 400-foot separations standard over the course of 2 or 3 phases, subject to availability of funding.
In addition to the relocation of Taxiway C, it was determined during past Airport Capital Improvement Program (ACIP) meetings with the FAA, the Arizona Department of Transportation, and the City that existing FAA-identified “hotspots” numbers 3 and 4 should also be mitigated as part of this project.
Hot Spot No. 3 is a complex intersection which currently requires aircraft exiting the Bottleneck Hangars to negotiate a four-way intersection of Taxiways A, A1, and B4, with a straight ahead movement allowing direct access onto Runway 3L. Aircraft exiting Taxiway C at Taxiway B5 needing to access the Bottleneck Hangars currently cross the end of Runway 3L.
Furthermore, Taxiway B4 is located in the approach to Runway 3L and can be confusing due to existing turns and geometry. Hot Spot No. 3 has been identified as “a location on an airfield movement area with a history or potential risk of collision or runway incursion, and where heightened attention by pilots and drivers is necessary”.
Hot Spot No. 4 is located at the midfield crossing of Runway 3R-21L and Taxiways C4 and D4. This intersection is located within the middle third of the runway which is considered part of the “high energy” portion of the runway. According to FAA design standards, crossing taxiways should be offset such that they will not allow taxing straight across the runway.
The total “Base Bid” project cost (Phase 1) for construction, Contract Administration services, and remaining Taxiway C Redesign/Repackage is $5,578,947. As authorized by HB 748 (CARES Act), all Federal FY20 Airport Improvement Program grants are 100% federally funded, thus saving the City it’s traditional 2.5% share ($139,474). Airport/City Staff are also permitted to recover up to $218,248 in eligible Sponsor Administration costs, ultimately reducing personnel costs to the Airport Enterprise Fund for time spent on project-related activities.
The Phase 1 work commences on Monday, January 11, 2021 and will go through April 22, 2021 subject to weather to other project delays.
